he sends you back because the aliens nerfed him. You find out in the second game. He sends you back to get a spare, and it apparently un-nerfs him, allowing him to grant ecco power. I'm personally guessing this is a time sensitive issue, so if he sent ecco back far enough, it's probably a case of a million or more years is enough to make more BALLS and re-gain what was lost, but ecco needs power like, yesterday (literally).
this is way too in depth, but if you were speaking from a character perspective, the asterite could have sent ecco back to get the globe and create the paradox on purpose, so that he would build up his mental strength against the unfamiliar creatures in the past so that he would be prepared to fight the even more unfamiliar vortex creatures.
well for the time thing, I think in the past, for the present of prehistoric Asterite, ecco stole his ball and vanished, and he had no ball, so to repair himself and make it all work out, he had to send ecco back to steal the ball he stole in the first place and bring it back.
@SandDeath24 But, if he didn't ask Ecco to find his ball, he ball would have never been taken because Ecco would have never went back in time to take the ball, therefore he would have got his ball back within an instant due to a change of events

Ecco went into the past to help the Asterite get his missing globe back, but it turns out that he was "predestined" to go back to the past and take the younger Asterite's globe and give it to his older self. His presence in the past and what he did to the younger Asterite was vital to shaping the future that he and the older Asterite had come to know. I do hope that that gives you a better understanding of what happened.
The only reason I can think of for the time paradox is that something stole the Asterite's ball previously, and then was stopped permanently. That made the Asterite need to send you back in time to steal it to repair the timeline maybe?
what he gave you was the ability to get sucked up by the storm and also unlimited air but that's it and the call he gave you has allowed you to return to the hour of the storm so you get sucked up by it. beat the boss of this game ad there were two sequels to this game Ecco 2 the tides of time which is a fun game and there is a 3D Ecco the dolphin game for what system I do not know.

Now to be more serious, maybe the Asterite lost his ball thing somewhere between the time of when you fight him and when you meet him? I don't know really, time traveling is confusing like this.. but it's a possibility , I think atleast.
Repeating levels, meh, as long as they aren't too difficult then it's fine. I just hated the jumps in that level, City of Forever I think. For a blind let's play, this is going great
