Oddly enough, the Counting Crows versions pulls on the way Jerry Chesnut sang it himself. It takes it strenght from almost 'telling it' instead of singing full out.
I grew up with the Costello version, and that will always be the one I come back to... for the melodic beauty of it.
This version let's you feel the lyrics more actually, very nicely done.

Even a non American (Israeli) as myself knows that George Jones did this before Sir J. Chesnut was born. But when it comes to who does it better we have a rhyming joke which I can't get to rhyme in English but it says"
