@special913 Fail. It's extremely rare that a department buys a vehicle from a dealership. If anything,we usually receive donation vehicles from dealerships, such as Ford Crown Vics. I know in America, our Narcotics teams confiscate vehicles (from subjects) bought with drug-money and we either convert them to pursuit and/or patrol cars,or auction them to the public to get the department some well-needed funds, considering we are usually broke as hell. >_<

In some countries as far as i know like in S.Korea, Japan, and Italy the cars are just given away in some cases for advertisement purpose and also for tax deduction by the companies.
