A lot of people are saying the playing is out of time. It'snot. What you hear is what a bassist does. He filling the gap between the melody of the guitars and the rhythm of the drums. It's cool to be able to hear the bass track by itself, but you're hearing it out of context.

The popping noises are actually clacking from him plucking his strings so hard. This also causes the distortion. While he was probably using a pedal the technique Cliff used for plucking caused him to have a gritty, "clacky" tone.

You need a Fuzz Wah pedal. It was Cliff's signature tool. Also, probably might want to pick up a similar Bass yourself, if you're looking for the same sound. Try as you might, getting the same gain and pitch on any old Bass just isn't likely.
