All you need to do is have one hidden on a cargo ship with a mobile launcher in the hold, pass it with in 200 miles of any major coast city and fire. with a nuke you don't need to be precise, just close.

We got a anti radar missile with 3 warheads, with 2000+km range. Also a new one is commin with 10000km range who can carry up to 1500 bombs.
