It's a lot easier if you just clear out all the enemies before releasing the hostages. Since the hostages won't be hurt by the terrorists, as soon as you lay smoke you can run wherever the hell you want to hide out. e.g. 2nd general's spot (2nd floor), or even the palace. Pick the right spot and at most 1 or 2 terrorists will find you.
