This is obviously not Russian, as they messed the name Anna Petrovna by calling her "Anna Petrovich". She would not be called Anna Petrovich, as that is the masculine ending added to her father's name, and that would be used for a man. So Nikolay Petrovich would be correct, and Anna Petrovna would be correct, but Anna Petrovich is not correct at all.

If I can justify this show: it's SCTV, a Canadian comedy show of the 80s. It spoofed bad TV and silly broadcasting rules (esp. the 30-% Canadian-content rule (you get money from the govt if you can justify that 30 percent of your show is CDN -- hence the "Great White North" segment.))

Also: SCTV wanted to move production to the US (bigger TV audience) and so they featured content that would make Yankees laugh -- like the above.

Sorry if it's offensive -- I didn't watch it much myself.
