It was a console command that I used,

press ~ to use the Quake console.

If I remember correctly it was: scr_ofsy

I remember setting it to like 2,4 maybe 5 to get that appearance.

so type scr_ofsy 4 in the console.

Other offset commands are scr_ofsx and scr_ofsz.
