In most states they just send the ticket out to the company and ask them to identify the driver. Same with Lease car companies and Hire car companies.
Notice the van is setup outside the actual construction zone where the 45 mph zone officially starts. The van also blocks the view of the construction zone from those in the right lane. The best way around this is to be in the left lane because it only gets those in the right lane. So the faster moving cars which may actually hit a worker get away with it. Also the law says they need a picture of your face so make sure your visor is down to block it. Beware, with court costs it's about $600.
In Canada we send a ticket either way you just don't receive demerits
