His point was that many evangelical Christians claim they want to bring the laws of the country in line with the Bible, but there are some parts of the Bible they generally don't seek to codify in our nation's legal system (eg stoning children or turning our cheek to abusers). We all benefit when we strive to provide secular rationale for the policies we're endorsing.

How things were administered in the Old Testament were much by Written LAW.
eg, eye for an eye. or a sacrifice for Sin Offerings every year, In the New TESTAMENT, Jesus became our Sacrificial Sin Offering once for all. No more eye for an eye, just forgive for we are forgiven ( other cheek )
