He's a character from Homestar Runner. (.com) He was originally supposed to be the villain, but now he's sort of a "breakout star." A lot of the site revolves around him and his weird antics.

He's kinda egotistical and thinks he's great, but he's also pretty stupid and clumsy, so it works out. He tries to show off or do something stupid, but it winds up blowing up in his face. He also does a number of generally silly and funny antics. Go to the site; you'll see.
