I saw something unrelated to this happen, and believe it was total scam. I saw one guy run up to a guy on a scooter and steal a grocery bag or something the scooter was carrying, then as he's running away he slips(on purpose I assume) to get the scooter guy to jump off his bike thinking he can catch the man.
