The game happends before masterchief arrives in halo 3, because when masterchief arrives the city is completely destroyed and there is almost no trace of the city left. It is a prequel to halo 3.

Halo ODST takes place when Arbiter and the following Elites go to overthrow the brutes because of them becoming the Prophets new protectors. This game is literally before Halo 3 and its events. But that is why you see dead Elites in Bucks level.

Bungie is probably trying to veer away from the original Trilogy a bit. It may be to avoid oversaturation of Halo games, or maybe because they felt like Master Chief would have to many constraints from the original trilogy to take the role they want him to.
