To answer your question, the 'Last Voice' is on some versions of the "Welcome to the Pleasuredome" album, by 'Frankie Goes to Hollywood' (1984) and is an add-on to the song "Two Tribes." You should be able to get a copy of the album on ebay, but it's only on the ones which have the "Including the Last Voice" version of Two Tribes, so check with the seller first. The 'Last Voice' is featured within the song, then what you heard here is the bit which comes on immediately after the main song ends.
