It's from Raymond Briggs' Father Christmas. If you search for it (Raymond Briggs Father Christmas) You will find it in three parts. And yes, Raymond Briggs did also make The Snowman.

Even though the fable of one beloved Christmas character pre-dates Christianity, it is in the early Christian era that gave rise to the notion of Father Christmas back in Rome in the 3rd century. (look up St Nicholas ;-) he was neither English or American, but as you rightly say, in our heart's he is whoever we want him to be.
