you can announce an ARO on the second Short Order. You declare your first short and any LoF enemy's then declare their ARO, Then you declare your Second Short. If any Enemy gains LoF during your entire order they can immediately declare their ARO. After all Order and ARO declarations you then work out the results with rolls. It is a bit confusing, but the Quick Reference Sheet clears it up.

@cwoyce That is because 40K invented guns. People were throwing rocks at each other until GW created 40K, no proyectile guns existed ever before, everything else is a blatant copy of 40K fluff.

You can only declare ARO to a 2nd short skill if this was a MOVE that exposed that active miniature to new lines of fire.

The modifier for an especulative shot is -6 and it is a "long skill action", so it consumes a whole regular order.
