4F is probably short for level 4 first sub-floor, and 4S for level 4 second sub-floor. In Hong Kong this is denoted as 4 and 4M/U4 respectively, or otherwise.
Where was the machine room in relation to where you started that video? I can't believe how loud the relays and machine are!!

You could be right about that. I just assumed it meant 4 front and 4 side due to the door locations in the elevator.

It could also be a Montgomery elevator because of the machine noise, or maybe a Dover elevator because of the floor indicators and jamb plates.

Mostly mechanical and storage, although on SB is the tunnel that connects it to other buildings.
