At one stage Dick/Robin says that the Joker is a master of make-up, so that must mean that Cesar Romero's Joker is a criminal wearing clown face-paint like Heath Ledger's Joker in the Dark Knight, rather than having his face discoloured by chemicals like in the comics.

I haven't really seen that movie. I also hear that in that movie Jack Nicholson's Joker obtained his image in the same ways as in the comics: he fell in a vat of chemicals which discoloured his hair and face.
