The way I see it, just by looking at the ground, perhaps there was a paid-entrance or designated area for patrons to go through (you can tell, because the first guy came through casually and walked within the parameters on the ground), the idiot you saw second was trying to get over by not paying his fare, so he decided to jump the fence.
