i made it using one of the corps figures from walmart, a lot of hot glue and some acrylic paint

i don't know if vegas can do it, but i used Presto! VideoWorks 6, its a free program i got with a digital camera a few years ago

it can do all of your basic edting, a little bit of sound can be added, but windows movie maker handles it better. plus it has tons of pre-loaded effects like that screen in screen overlay, lots of warp pictured effects and weird text & transitions too
