its because sometimes as a bass player they will get you to solo over the changes as well.. mostly in a jazz/blues element..

I personally play my "bass solo" under a guitar or keyboard solo.
Just gives it more character.
Sounds quite tense when "even the bass" is flippin out but still remaining in his chords during a solo ;)
