The borax serves a couple of purposes. It acts as additional fireproofing, and it repels insects. It probably affects the texture of the mix, though I haven't paid attention to that.
My recipe varies depending on the purpose of the pc, but a good starting point is paper and portland cement in about equal weights (dry) plus about 5-10% borax. I found the borax at a commercial laundry supply in 30 pound bags. Small amounts at a grocery store are more expensive.
Don't most outboards use water cooling? You would need to somehow arrange to feed fresh water through a cooling system since pc wouldn't work so well that way. Other than that, it should work great!

The purpose was to show papercrete being mixed. The mixer is a "standard" 3rd world tow behind mixer put on blocks and driven by a driveshaft connected to the center of one wheel.
We need more innovation with PC mixers. I just talked to a person in a city that was challenged by the idea of a tow behind mixer to drive around her neighborhood. Where should I point people that need smaller non -tow mixers?
I've made a few mixers for people and am willing to talk about it to anyone. The small barrel mixers are great for places where you can't tow a big mixer around.

Another possible approach for a small non-tow mixer (haven't tried it, but it could be interesting): a 55 gallon drum, and a small outboard motor...

It would be nice to see a video or photos of your work. A drill and a bucket is a lot of work for a little papercrete, but is is a viable way to go!
