@milanfan215 I removed my comment because as I watched the video again, I realised the goalkeeper HAD moved off his line BEFORE the ball was kicked. In reference to you being 'right', No. You're not. What on earth makes you think the goalkeepers can legally come off the line only in Italy? Copy and pste the rule that states that goalkeepers can Legally come off their line for a penalty. Haha! As if Fifa rules allow it as an exeption in Italy.

although it should be retaken technically we learn to use common sense whilst refereeing and while playing and give the goalkeepers somewhat of a chance as a penalty should be a goal 90% of the time in my opinion...also common sense says dont take a penalty like a fucking retard
