I think that the operatives in the intelligence community were doing their jobs trying to setup seal, and activists got in the way writing to congress to have the administration speak out about it which leaked the operation in Nicaragua. He "convinced" CIA after they found out about the trafficking, and since he was the man responsible for it in the first place. Why would the CIA step in?
