you can do this with 8 tnt and it will launch you about 30 blocks.

When I make cannons I make an obsidian box with only two holes in it with two blocks of tnt inside one hole is to hit one block of tnt Turning on the next while it flies out the other hole ,the flare, hitting the ground and exploding.
