The Shan are much weaker now than before because they sided with USA and Thailand. Khun Sa resigned because Thailand was pressuring him, USA pressuring Thailand. He died not long after that in Yangon. Once the DEA had their bogeyman (that he wasn't), US assistance for the Shan became less and less. The Wa people have taken over the drug trade with Burmese military backing and don't care about the damage that it's doing. Khun Sa did care. He at least had a heart.
