Jenny - this is a jazz interpretation. The idea is not to play the original arrangement - rather to take the original harmony and melody and improvise an arrangement on the spot.

As Doug pointed out Jenny, his is a jazzy interpretation of a Chopin waltz. And unless your teacher has a pipeline to the 19th Century when Chopin was playing, the teacher has no idea how fast or slow Mr. Chopin may have played or intended to have others play this wonderful tune.
