What needs changing is the parts of 8 USCode 1401 so it says,

a child born to a US Citizen and a non-US citizen, in/out of USA, is a dual-citizen, but not a natural born US citizen.

That a child born into the marriage of two US Citizens, in/out of USA, is a natural born US citizen.

That a child born to two non-US Citizens, in the USA, is not a US citizen, but inherits the

nationality of the parents.

We need parent's nationality on state birth

certificates.
