Those are called "fetlock feathers". One explanation could be that Ace, Teddy and Lancer are too young to develop them, but older male ponies don't have them either.

Usually the Big Brother G1 ponies have them, and that's because they fit more the image of a wild horse (Mustang, Cimarron), and those do have the feathers on the fetlocks.

Don't ask me how I know. -_-
