Yes, but to be fair, both the Morning and Lunchtime News shared this particular theme package! The Early Evening News carried slightly different arrangements of these themes though.
Great look for ITN bulletins... would work very well on-screen even today.

The specific report is quite possibly from early 1997, I just refer to the general era of these things sometimes (they were using the look in 1996 for example). Exact date is pretty vaguely estimated based upon a combination of Advert dates listed in the breaks, and the fact I'm quite sure it predates June 97.
