You press Esc. Then you go to "Options". After that you go to "Keyboard Settings" Wich is the second tab across. After you click that you go to the bottum of the screen and see something called "Advanced" Click that and check "Enable console" Then hit ok then apply. You should be able to enter the console by pressing "~" key (Also known as "`".) on your keyboard located right before the number "1".

You cant. The only way you could possibly put on sv_cheats without beinga an admin or server owner is by typing in the RCON password. To get the RCON passord you would have to know the owner of the server. You could possibly guesss the rcon but that would take forever unless you get lucky. To enter an Rcon password you have to type in rcon_password *PASSWORD*

theres a certain code for radar. You have to take that off by typing something in console because radars are considered cheating
