keep in mind the stock caliber srt4 has a boost limit of 7psi in 1st & 2nd gear. Full boost of 10-11psi for 3rd thru 6.
Stage 1 changed all that, allowing 300 ft/lbs of torque from 2nd thru 6. Many stage one dyno 312hp to 317hp at the wheel. If the guy in the vid was stock is is probably in the 262-267hp at the wheel.
What was the camera car? Your right, he did not know how to drive his SRT4 for shit... I've been street racing and track racing turbo cars for years and it took me a while to get use to the handling and control of my CSRT4.
