This entire scene proves that anticipation is everything. If the scene had been 'Ted walks in, presents items, and off with the finger,' the scene would have sucked. But instead, Tarantino goes for a twenty-minute setup and goes into excruciating detail about EVERYTHING. That is why this scene has become iconic, maybe even legendary. Anticipation.
