That's what the bowed head is for, to break ice with. The populations surveys aren't new; they've been doing them in North Alaska since the 1970s, confirming what the Inupiat already knew, which was that the population in the western Arctic had been increasing since Yankee whaling stopped in the beginning of the 20th century.
