The song you're thinking of is not called Death Waltz and was not composed by anyone named John Stump.
The title is "U.N. Owen Was Her?" and was composed by ZUN, author of the Touhou series in 2002.
This stupid misnomer was started in 2010 by an idiot who posted this song with an intentionally deceitful title.
Search Touhou Music on youtube, etc.
It's all kinds of amazing.
