They were lip-synching for one reason only.....it's cheaper for Disney. She isn't under a full recording contract yet (each release so far has been a single or soundtrack) So they are being paid as actresses. If you have ever read the SAG Acting Rates 2009. You will see that it's cheaper for Disney to pay them to Lip-Sync (or mouth).

This is not a live show direct to TV they planned and rehearsed everything and Disney and other big networks make there stars lip sync for one simple reason. To make the TV station look good.
