Actually, it's not promotional art. It's the original version of the story from "Triangle Heart 3 Lyrical Toy Box". It's not that it too closely relates to Cardcaptor Sakura, although it is true that this version of Nanoha is much more typical to the magical girl genre than the show turned out. The people who made the show just decided to do things differently from any other series, and made the resulting series much more like a super robot show than a magical girl show.
