it'd be pretty easy to ruin the party. the whole "you cant arrest everyone there's too many people" thing is not really that true, all the cops need to do is start arresting 3-4 people randomly, and i bet as soon as they do that the rest of the group is just gonna leave. most people there who show up only show up because they know they wont be arrested. but if you start arresting people they'll leave. the cops wont have to arrest everyone, just a few.
Although there are many people who are afraid of being arrested for smoking pot, there are also lots of people educated on their rights as a Canadian citizen; which the guy Ryjin (shades and orange shirt) was talking about for most of the rally. Also, it'd be pretty detrimental to the image of the police force if they just started cracking down on a 20-year-old tradition with no real cause.
