If you did any research on how the 9-11 report was written you would find that a lot of information was left out, none of the panelist were interviewed or questioned, both george w. bush and dick cheny refused to be questioned about it. any interview they participated in about it was not under oath. you would also come to find none of the "terrorist" names were in the list of passengers who were on the flight.

Of course a lot of information was left out - reports are rarely complete. It would be irregular to question people on such a panel - it's a simple attempt to get some relevant facts. The broad picture was clear before the report - Al Qæda claimed the attacks, Osama bin Laden spoke quite clearly on it (and continues to speak).

I imagine the terrorists went under assumed names. Being under oath doesn't actually prevent people from lying anyhow.
