Yeah there is if you do the Strictly Business quest for the slavers. You use it stun the targets to get the slave collar on them:)

1 laser pistol shot is enough to clear a gas leak, you don't have to use a grenade ^^

Magna Carta was 1215, so yeah... pretty close. They also say, it was a replica, but one that was not so readily available.
