Now heres the problem! :) Sasuke is lightning based by Nature, så ofc. he would learn a lightning move faster... Rasengan is a more complicated jutsu to master. Who do you think spend most time on his jutsu; teenage kakashi OR the 4th Hokage? Eh... BTW in the battle with naruto and sasuke before sasuke leaves the village you clearly see the rasengans power... Where chidori only cut a clear small hole the rasengan blasted a giant hole. naruto survived the chidori =] and it was thanks to his quick healing and the cloak... also rasengan isnt as strong as chidori but it attacks the organs, also, that rasengan that naruto used against kabuto "was" completed, but the thing is, is that the yondaime didnt complete the technique which makes it weak, thats why theres rasen-shuriken, an attack which incinerates the opponent and damages the user... if that rasen-shuriken was thrown at sasukes chidori, naruto will win for sure.

Chidroi is failed attemed when Kakishi tried add his lighting elements to the Rasagan but he failed in the attempted and created the chidori. It took sauske a month to learned how to do the chadori and he even had to copy the chadori with his Sharingan in order to work. Watch the elements traing arc in Shipp. to confirmed what I said.
