You can see how with smooth road surfaces and dedicated lanes, electrified vehicles of this sort could easily perform well in cities, and small wheels make no difference to efficiency, but make the vehicle much easier to store and much lighter. Small wheels works very well with electric motors, in cities we only need about 20mph, and small wheels with direct drive motors would give good torque but not too much speed, which is good to prevent illegally modified vehicles that would be dangerous.
I like it. It's very simple. Plus two small electric motors and it would be easy to ensure smooth surfaces on narrow lanes with light vehicles. The tarmac is high resistance but it needs to stop much faster and much heavier vehicles. The heavier the vehicle, the more the road surface is deteriorated. Small electric vehicles would induce no damage to the road and would allow your 'marble floors' hence very efficient vehicles and very cheap road, without the multiple reinforcing layers.
