Now is this all done with expressions? Maya API? Script job? Would really like to see/learn how this was done. A lot of the sticky lips methods out there seem to be pretty demanding on and not really all that efficient.

@sw204me It is a custom deformer made with the Maya API. It is pretty light weight since it only affects a small subset of vertices.
