Well, not in the second game, but in Sonic 3 and Sonic and Knuckles he can. As one player you have to make Sonic jump just right under Tails, but if you have a pal playing Tails, s/he just has to double jump to make him fly, and you as Sonic jump into his hands. I should warn you though, there is a limit to how long Tails can carry Sonic... He will get tired rather quickly. (It can really be a pain in the butt in some places)
