Instead, he could have said (1) there's a difference between preemptive military action and war, then explain how such actions are clearly sometimes in the best long term interest of us and our allies using historical examples. (2) State that all-out preemptive war is highly undesirable and generally ineffective because it creates new problems, but it may be needed in rare cases; then just refuse to talk about specifics (like Iran) because it's wrong for a candidate to interfere.
