Yes, that's his movie "Signs of Life" from 1989. He plays an older brother taking care of his developmentally disabled brother. It's a real good movie. (Plus he's really cute in it!)

I really, really like this video, because it shows a different angle to Vincent's work, one that doesn't get much commented upon.
The scene where he uncovers Frank Goren's body still breaks my heart, no matter how many times I see it.
