you can buy an unactivated sim card for like 5 bucks on ebay, the phone doesnt detect that its unactivated, it just knows there is a sim card in it. so you be able to use all the functions of an iphone, just not the phone part, unless you download an app for that.
..OK ! Actually this thing also happened to my iphone when I tried to update it. So, I experimented my Emergency Screened Iphone... I tried to recovered it on itunes but still on the same screen...So, I decided to Jailbreak it even it is in Emergency Screen by using RedSnow and Luckily It worked out ..and Truely I got it fixed and useful already! So, Try also what i did because for me it worked! ...tnX

@bigy29 SVLR, i also have pre-owned iphone and it is 1.1.2 but 1.1.3 now because I jailbreak it . I had problem of this emergency call screen but when I search about jailbreaking it FIXED. My suggestion: SEARCH fit to ur Os on how to jailbreak iPHONE. hopefully it will be fixed. Happy New year BTW.
i found the solution ,i also got stuck in the emergency and i m glad to help ,use redsnow and download the restore firmware coresponding to the firmware installet (redsnow will do everything for you) , for exemple i got stuck when i installed 4.2 on iphone 3 g ,so i downloaded iPhone1,2_4.2.1_8C148_Restore.ipsw , if u have questions, my facebook profile (achraf moskva) good luck))
put in a sim card or jailbreak it through redsn0w and it will activate for you, hope this works
