@MrIntelM It's because of the hard-coding in the facility's mainframe: Any AI that's connected to it and given control of the labs is forced to continue running tests. Wheatley basically goes insane just like GLaDOS did because like her he was forced to keep making tests again and again by the mainframe's programming. Wheatley installed GLaDOS onto a potato battery to insult her after he took over.
