well I have an answer to all of your questions.I have played resident evil 5 so I know what happened.Jill sacerficed herself in an effort to stop Wesker. Wesker suvrived and took jill to make her into a mind controlled slave. It worked but the stasis liquid that she was in so that she could heal from her injuries from trieng to kill Wesker ended up giving her pale pigmented skin and blonde hair. But that is all that I can tell you for now.but buy the game to find out the rest of the story. LATER

Your only half right the reason why Wesker didnt kill Jill because he wanted revenge on She and Chirs so he wanted to do expirements on her but he couldnt because Jill's body was full of antibodys which were strong and from the virus ( Resident Evil 3 when she got infected by nemesis) the virus never actually went away but grew o be antibodys so instead he mind controlled her and placed her in the tank which like you said made her pale and her hair blonde
