There's a way to do this on consoles, too. Just kill the (unnamed) npcs you want to attack, use dead thrall to bring them to wherever you want them to attack (1-2 at a time) and then kill them again at where you want them to spawn. Then, once you have as many as you want, go inside a building and wait for 2 weeks (24 hours 14 times, takes about 10 minutes). After that, just head outside and watch the chaos. NPCs spawn wherever their corpses are.
you can not make teams? like 5 giants and 5 werewolfs VS 5 imperials and 5 trolls ?

@xonH No, you write the npc id, then you write the number of npc you want to spawn.
